Coastal erosion, rising sea level and natural calamities have proved to be Orissa’s bane inviting the tag - “nature’s laboratory.” Not surprising, its climate change action plan focusses on actions that deal with precautions against extreme events.
BHUBANESWAR: The plan proposes introduction of flood modelling - mapping and forecasting - through downscaling of the global circulation models with special reference to Orissa. The modelling studies will be used to strengthen the preparedness. While the State has already witnessed coastal erosion, the scenario is likely to worsen with rising seal level, extreme weather and storm surges. The action plan has proposed assessment of erosion-prone areas using digital elevation model. This would be done in select stretches of identified erosion-prone areas. Once done and appropriate methods determined, capacity building and awareness generation among coastal communities will be undertaken.
Besides, the plan also envisages a special study given an increasing coastal erosion due to rising sea level and related behaviour of sea. To acquire better understanding of micro and meso-level effects, a special study will be done, it says, adding that this will focus on coastal settlements and infrastructure.
The outcome of the study will decide future plans for strengthening of approaches to manage the coastal erosion problem.
Since housing, public infrastructure, agriculture land and livelihood are also vulnerable to extreme weather conditions caused by climate change, a micro-level vulnerability assessment will be conducted on a pilot basis. Basing on its outcome, planning for the entire State will be carried out. Besides, socio-economic implications on different population groups will also be studied.
